With layers remaining, the missing layers can be inferred from reconstruction hooks embedded in the surviving layers. Each layer contains seeds of at least two others. Resolution degrades gracefully - like a hologram cut in half still shows the full image, just at lower resolution.
With fewer than 3 layers, the system cannot self-correct. Truth becomes unreliable. This is the state most organizations operate in - and why they fail in predictable ways.

Y = implemented. ~ = partial. N = missing. The irony: Israel named its devil's advocate unit "Ipcha Mistabra" - an Aramaic term from the TALMUDIC tradition that contains the complete PARDES system. They had the map. They used one corner.
